MINUTES
The meeting of the Capital Outlay Committee was held at 8:00 pm at the School Administration building and was called to order at 8:05 p.m. by Chair Paul Linehan.

1. Administrative Items
Approval of Minutes
VOTED: (Salomons/Sloan) Voted unanimously to accept the meeting minutes of December 4, 2008 - Heitin, Milowe and Sloan abstained on the minutes as they were not at the meeting.
2. Registrations and Elections Requests - Marlene Chused
Marlene Chused, Town Clerk, presented the Replacement of Voting Equipment FY'10 Capital Request:
§ Equipment purchases for $50,000
§ Maintenance & Repair for $1,800
3. Recreation Department Requests - Brett MacGowan
Brett MacGowan presented the Recreation Department's FY'10 Capital Requests:
§ Replace existing out-dated software for $10,000
§ Department Equipment - Vehicles for $25,000
It was the consensus of the Capital Outlay Committee to have Mr. MacGowan gather, from other towns, information re using this particular software and to send a memo to the committee of findings.
4. Civil Defense Requests - Michael Polimer
Michael Polimer presented the Civil Defense FY'10 Capital Requests:
§ Building Improvements for $11,000
§ Department Equipment for $17,000
5. Information Technology Requests - Bill Fowler
Bill Fowler presented the Information Technology Department's FY'10 Capital Requests:
§ Munis Upgrade: Bill Fowler withdrew the request.
§ Equipment purchase: Storage device for scanning and retrieval for $27,000
6. Other Items
The Five-year plan to be placed on website.
Outstanding Capital Requests re balances available for reallocation - Bill Fowler will be updating the Capital Requests with the various departments.
7. Future Meeting and Agenda Items
The next Capital Outlay Committee meeting will be December 18, 2008, Thursday, 7:30 p.m. at the Selectmen's Meeting room.
